ATV/BC NEWSLETTER MARCH 2008 GRANTS FOR 2008 ATV/BC received the news this week that our grant applications to COHV have been approved and that we had received full funding for four projects and 50% funding for the other. These were the projects applied for: 1. Land Issues/Communications Coordinator (LICC) Contract and expenses. 2. Safety Training and Education Program. 3. Youth Education and Safety Program. 4. Promotion and Dealer Package Program. 5. Marketing/Public Relations/Grant Research Program. So what exactly are these projects? This is a brief description.The first one allows us to renew the LICC contract with Terry Wardrop and cover his expenses for the year. With the cut in sustaining grants this year, one half of the contract had to be covered with this grant. Terry has agreed to contract renewal and started on March 1st. Second project will see the training pf eight more safety instructors. Dennis Web, ATV/BC Safety Director, will be determining the locations where instructors are needed, finding candidates and setting up the course. Third Project is a very special one as we will be establishing an educational and safety program for youth by going into the schools and teaching such a program. We will be hiring someone to research such a program, develop the written material and AV presentation and run a pilot program. There are other Provinces that have such a program, but they do not have a manual or such, so while we will look at their programs we need to develop our material ourselves. The fourth project will cover the costs for the promotional trailer to travel throughout the Province as well as the promotional material – posters, brochures – for it. The second part consists of developing a dealer package. This will be a package that will be on the handlebars of every new ATV at the dealers. There will be full information about ATV/BC that we feel will be of interest to a new ATV owner. The fifth project is 50% funded and in order for it to proceed we will have to find approximately $8000. Should that happen, then we would hire a Marketing/Public Relations/Grant Coordinator on a short term contract. The first part would be to develop and initially implement a formal coordinated marketing plan for the Association. The second part would consist of researching the various grants or sources of funding that may be available to our Association. This is essential for the Board’s goal of eventual financial self sufficiency. PROMOTIONAL TRAILER This trailer has now been purchased. It is being moved to Kamloops where it will be decaled and the interior fitted out. It is planned to have it on the road May 1st. Director Jeff Mohr is the one in charge of its schedule. Go to www.atvbc.ca for details on the purchase of this trailer. TRAIL BLAZERS RIDE An information sheet was distributed to clubs and members. What is left to do is to ride the trails, finalize routes and camping areas and prepare the route maps. However, this cannot take place until snow levels allow it. Until then the information sheet is available on the web site at www.atvbc.ca/news . If you have specific questions, send them to atvbc@telus.net and we will do our best to answer them. POKER RIDE 2008 As you know this will be held on June 20th to 22nd with the actual Poke Ride on June 21st. Once the administrative details are finalized with the Princeton Exhibition Association, we will be able to add more information to the web site. We will keep you up to date at www.atvbc.ca/poker-ride. ATV/BC OPEN BUSINESS MEETING As previously announced this will take place in Kamloops on April 26th. The time and location have now been confirmed. They are 1:00 PM at Hoodoos Bar and Grill on the Sun Rivers Golf Course in Kamloops. The address is 1000 Clubhouse Way. The golf course is off Hwy 5 going towards Jasper. There are a set of lights on the Hwy that you turn at. It is located on the hillside in Kamloops. You can’t miss it. FILLING YOUR ATV AT THE GAS STATION , The following information is a result of a situation one of our members was experiencing when he was filling up his ATV while `it was on the back of his truck. The attendant refused to fill his ATV claiming Company policy. Upon enquiring to the Company re this policy, he was then told that this was because of lack of grounding of the machine. However, as John pointed out it has four rubber tires, just like a car. He also suggested that if this was the problem, then each station should carry a grounding strap. Further correspondence clarified this as follows. ATVs may be refueled when sitting on the back of a truck. They will not be refueled if it enclosed under a canopy or a trailer. Jerry cans, as has always been the case, must be removed from a vehicle and placed on the ground to be filled. Grounding straps are only available at card lock stations and not retail stations. PUBLIC AND NON-PUBLIC ROADS As a result of the information forwarded to members re BCWF insurance which we had received from Oasis Insurance, several requests were received for clarification on public or non-public classification. Here are two statements I obtained on this. Note that these are general statements and there are always variations and specific situations which may not exactly fit into this. As requested I will try my best to clarify the issue as explained to me by Oasis and the B.C. Forest Service about 4 years ago. This issue at the time was brought up at Powell River Rod and Gun Club meetings to which I was the Secretary and I am still a Director of. Public Roads - All B.C. Forest Service Roads as defined by law are Public Roads and all other roads constructed by other tenure holders on crown lands are Public Roads. These tenure holders do have the right to control access, but they can not stop access. Therefore since the major portion of roads that crisscross the province are BC Forest Service or built on crown lands to extract resources they are Public therefore under the BCWF insurance you are not covered. Non-Public Roads as defined by both is a road that is not accessible by the general public and or public use is not permitted without permission. Since this is the explanation it therefore leads one to conclusion that we are now talking about private property or property under lease to a third party from the government. The area manager for Minister of Tourism(Charlie Cornfeild) who the Campbell River ATV Club liaises with for the Forestry Campgrounds they maintain, attended the club meeting last night. The question was asked about BCWF Liability Insurance. It would appear that BCWF Liability Insurance, in regard to ATV usage, is not valid on a Public Road. FSRs are deemed to be Public Roads. As such, a valid driver’s license and valid third party liability insurance is required. Announcement: Updated Maintenance Schedule

I've put some names to dates in May, June and July and left August and September open. Have a look to see if your name is on the schedule, and if that date will work for you. If not, pick a day in Aug/Sept and let me know and I'll make the change. For those who aren't on the list as yet, let me know which dates in Aug/Sept work for you and I'll put you on.

Announcement: Pre-season workbee UPDATED MAY 8

I've updated the list of work at each of the sites for this Saturdays' workbee. Should be a fairly easy day. Have 5 people committed at this time but could use a few more. For those that are coming, a gas powered leaf blower would make things even easier.

We said in the report that maintenance would be done on Mondays and Thursdays, however, I don't think it will be an issue if we move the dates one way or the other if it fits better with someones schedule.

First of all, thanks to all who came to the meeting last night and supported the continuation of the agreement to maintain the Stella Lake and area Rec. Sites. I'm pretty excited about this and think this is an opportunity we don't want to lose.

Thanks to Streamline for setting up this "Stella Lake Rec Site Maintenance" specific forum. This will be an important communications tool where we can post the Maintenance Procedures, Standards and provide comments and feedback.
